***A SOLUTION****!!! Apparently the Windows Indexing Service was the culprit!  After googling around for “windows update” and “update.url”, I came across this page http://www.eggheadcafe.com/software/aspnet/35393366/failed-windows-update–w.aspx where people were having an identical issue.  The last post mentions using ProcessExplorer to determine that cidaemon.exe (the Indexing Service) was locking the update.url file.  I downloaded and ran Process Explorer […]
